Santa Monica adopts a two-year (biennial) budget. Year one is Adopted — the figures the Council locked in, which is what you’re seeing. Year two stays Proposed until they re-adopt it. And not all of it is your tax dollars: fees, grants, and enterprise funds (like bus fares and water rates) make up much of the total.
